Flat rate discount Merged

I would love to be able to give a flat rate discount instead of percentage. We give $5 off for every student who utilizes autopay. It is so much extra work to adjust everyone's tuition than it would be to just give a $5 discount instead of a percentage.

In the student profile, there is an option to give them a percentage discount off of their tuition. I would like to have the option to do a dollar amount like there is in the main tuition settings.
