Enable DSP to allow both parents in a split family to make ACH payments independently on the same student account.

What specific challenge or problem does this idea solve?

Since we have the new convenience fee/surcharge fee rule, we have chosen to use ACH for all families. However, for split families, they are only allowed one ACH on our end.
