Payment Plans Stop if Balance is Paid

What specific challenge or problem does this idea solve?

Families log-in and make payments for classes that are currently being paid for via payment plan. The payment plan continues to run, and they are overcharged.

How should this work?

If the remaining negative balance on an account is lower than the fee a payment plan would charge, the payment plan does not run.

Who will benefit (Admins, Staff, Students)?

Families would not be overcharged, and we would no longer need to worry about monitoring hundreds of payment plans.

How will this change impact your daily tasks or overall experience?

We refund probably five families per month due to overpayment. It is very frustrating to families and can sometimes be financially scary for an overpayment to automatically be charged.
