Parent Portal Waivers to Pop to be signed when changes are made Merged

When changes are made to waivers and policies, all parents need to resign the waivers to agree to the terms. However, the portal doesn't have an option to pop the waiver up to force them to be read and signed prior to parents being able to do anything else on the portal. This functionality needs to be added as parents do not follow the pop up to open the waivers themselves in many cases.

    This would be a good idea, how else can we get customers to agree to wavers if we create their account for them also?
