BUG: Students logged absent receive Missed Student email

I know this has been entered as an Idea, but this is clearly a bug. If we mark a student Absent, that student should not received an email about missing classes. I had to turn off what could have been a useful setting because it caused so much confusion. Totally useless feature as it is.
