Email studio when waitlist option meets capacity

We are using waitlists for classes that require preregistration. It would be great if there is an automatic email sent when the waitlist reaches the number required to begin the class. This is tied to the whole need for a real preregistration process, but this would be a workaround that could seemingly be easily done.
