Registration form required fields

We need the ability to require or disable required fields on the registration form. Currently, many of the fields are not required, and this is not consistent with the functionality when we add fields to the form. We've had students registering themselves and not putting their parent's phone or email so pretty much no way to contact them to complete signup.
