Allow extra fees and payment plans to have their own posting and run dates!

right now in order to run extra fees it has to be posted with tuition. Why can’t we have a separate posting option for extra fees. Why does it have to run with tuition. Simple: have a post tuition or extra fees option choose extra fees, find the name of the extra fee (could be a setting like a group) and then give the date of the extra free posting. This would make things so much easier.
