Combine Files and Notes together in some way

We need to have some way of combining Files and Notes together. There are many times that we need to have a file with explaination or a Note that shows a file (i.e. .pdf or .jpg, etc). We recently had a .pdf which contained instructions with visuals. We had to upload the .pdf to files and then write a note that says go look at the file. This could be somewhat accomplished by having the ability to add a LINK in the note to the file, video, photo, or webpage. Right now, as mentioned, we have to add a file then a note and then send an email with the note and file attached. A lot of duplicated work.
