Parent pop up in Registration minimum age requirement not met

I spend more time responding to emails about why classes aren't populating for registration than for anything else related to the portal. We have minimum age requirements for our classes. When new accounts are created and they cannot see any classes for registration, it would be convenient if a pop up would state that the minimum age requirements have not been met.
