Allow parents to see waitlist status, drop from waitlist, add to class if at the top of waitlist

Parents can better track what waitlists they are on, where they are at on the waitlist. They don't have to call in to find out status.

How should this work?

In their parent portal they should be able to see all waitlists they are on and their placement on that list
