Improve filters to make it easier to generate registration reminder lists

We break up each academic year into 4 seasons. We routinely need to send registration reminders to students who were registered for the previous season and have not yet registered for the upcoming or current season. There is no easy way to do this.

Please enhance the filters on the student and/or parent list to allow the selection of students who were enrolled in [selected season] AND are not enrolled in [selected season].
