Require City for customer addresses Merged

We send a lot of post cards to our students & also advertise to them based on which city in our local community they live in. Often times the address they provide they don't include the city & zip code when they create their account online. It would be nice for the parent portal to require the street address, city, & zip code each separately instead of allowing for paragraph style entry.
