Add ending dates to no-pay and fixed tuition

We already have the option to select an end date for Stop Post Tuition and Stop Auto-pay. We need this option for No Pay and Fixed Tuition. These are usually only needed for a limited amount of time (especially fixed tuition) and I have definitely forgotten to remove a fixed amount from a student’s account and undercharged them for months.
