Allow parents to sign off on costume size

We measure all our students and enter their sizes. It would be great to allow parents to sign off on the size so if they don't like the size, then we don't have to pay to exchange it. They can measure themselves but not sign off on our size. Measuring themselves causes too many issues, in doing it wrong or not at all.
