Headlines should be at the top, not the bottom!

Headlines on the Parent Portal Home Page, should be at the top, not the bottom!! No one scrolls down. An eye catching headline belongs at the top of the page - or give us the option or where to put that.

Similarly, when on mobile, the login screen comes up above the logo and info, and perhaps the reverse of that would be preferred for folks (or the option to choose)
