Set times for registration

We have multiple "seasons" and locations opening at once and prefer a 9a release time. It would be really helpful if we could set an exact time instead of just a date for registration to open - especially now with the way the available date pops up in the parent portal. It shows a day later since we don't want it to open automatically overnight.
