Split Payment - Allow other payment types

Allow the second parent contact to select alternative payment methods as well and not just a card. The ACH payment method allows for lower convenience fees for our families and should be available to each parent when the family is choosing to split tuition payments 50-50 each month. Right now it is only available as an option to the original parent with the account.
