Be able to label a contact as lead and move them to the lead center

When a parent creates a parent portal, but does not finalize registration, ie leave an abandoned registration card, they become inactive.

We need to be able to move these contacts to the lead center, without having to re-enter their data, instead of having them in the inactive list.
