Drop notice should be downloadable

As one cannot choose the date range of the dropped students report neither does the drop report shows anyone that was dropped without a drop date being saved one should be able to download the report to at least sort the list available according to dates.

It would also be extremely helpful to list ALL drops as not all colleagues remember to add a drop date to students when they make them inactive.
