non returning students and class suggestions report

I think the student class suggestion report could be improved. The issue with the current report is it has everyone from the previous season, and only the classes they enrolled if it was an exact match for the suggestion. I want to target those unique students that have not returned to my program at all.

for example: Suzie Q is showing up not enrolled (in the current report) because she was suggested the Monday cbt class. However, she is enrolled in the Tuesday dance and tumble.

I'm looking for the report that shows me Betty Bob who is not enrolled in ANY classes this season AND what she was recommended for last year (not enrolled)
