Super User Access to Skills and Prerequisites and Goals.

Staff should be able to help create and manage Skills and Prerequisites and Goals. Currently, only Administrative users have that access and you can't change what else they may have access to, like payroll. This is a job for the front like teaching staff to set and develop and they cant have access as Super Users.
