Waivers- Have option to complete regardless of payments

We had waivers set up in the system only to find out that the waiver option will only populate if payment is due or set up as part of registration.

Regardless if payment is collected we would like this option to be available as sometimes with promos and payments sets ups we have do not always match was DSP can do so we can't collect or post payment at that time.

Being able to have waiver showing regardless would be fantastic.
