Automatic Waiting list after trial period/enrollment for classes end

When trial period/enrollment for classes end then new students should be automatically added to a waiting list.

There is not enough time to manually edit each class to show that they are full (when they are not) just so that new students can join a waiting list. We need these new students to build for when classes start again
