Volunteer Settings - allow Normal and Super Users to edit

Allow normal or super user access to setting volunteer settings.

currently they can only setup an event and add volunteer roles, they cannot turn on the volunteers so that parents can access in the portal.

I have our Studio Administrator setting up events and volunteers and she is only a normal user in DSP. It would be nice for her to be able to complete the entire process.
