drag and drop style for goals sections of classes to reorder rather than a numbered drop-down sort. when putting goals in from admin side into a class so that instructors can view in Class Manager for check-off, it would be nice if we could sort by just dragging them around like tiles rather than having to click the drop down and sort that way.

Some of my classes will have upwards of 40 skills and I'd like to not have to re-sort everything each time I add something!
