Add option to "Consider this fee a registration Fee"

We would love to have a check box when posting a fee for a dancer that recognized the fee as a registration fee..

When we move dancers from 1 season to another we can bulk charge a fee and set it as a registration fee while new dancers are getting charged the registration fee
