Open enrollment time period for active students only

It would be great to have a feature that allows ONLY active / current dancers enroll first before inactive dancers who have a class history. I would prefer to allow active families to enroll in classes first before dancers who have taken classes with us before, but are not current students. That way registration system would treat inactive students the same as new students and not the same as active students.
