Partial Payments

Allow a payment to select what to apply the payment to, but not have to pay the full amount. Right now they choose other and the dollar amount does not apply to anything and those charges remain open even when another partial payment comes in to cover it. An account with a zero balance should not be incurring late fees! When a charge is made, if there is unapplied payments, the payments should be applied.
