Allow us to test cash event ticket purchases without a $1 fee.

As a studio owner I want to be able to test the ticket purhasing process from the parent side, before opening the process up for parents to do. But, I do not want to have to pay the $1 Ticket-Pro fee for a TEST. I understand DSP needing to make $, but there should be a way for a studio owner to test it without paying for them.
