Class start date does not prorate

We have a new season but not every class can begin at the season start date. I manually edit the class start date but it does not factor in to class tuition or prorating.

This means that when a parent registers for a class with a delayed start date, they are charged tuition even though the class has not yet begun.

Tuition should NOT be charged until the class has begun, as determined by the class start date.
