Deny registration for those with an overdue balance not a $0 ba;ance

With a competitive team there will be fees that are posted with due dates in the future. It would be nice to be able to have the option of not allowing registration if OVERDUE fees are not paid not just a $0 balance.

    I agree, I would love an option for $0 past due, not just $0 balance because that isn't practical for our program.
