Exceptions for Require $0 Balance

We currently have the setting turned on that requires families to have a $0 balance to register for classes. It would be great to be able to offer exceptions for certain students. For example, a student who is paying in lump sums for a full-year program, and has a balance, but who would like to sign up for other classes, but cannot because they owe fees.
