If a student withdraws from a current season, but is registered for a future season, do not make that student inactive.

We have had classes over fill when students in a current season (ex. spring 2021) but are also registered for a class in an upcoming season (ex. summer 2021) withdraw from their current class (spring) be removed from the roll for the upcoming class.

This seems to happen because we must mark them inactive in order for them not to be charged tuition for the current season (spring) through autopay. But they are not automatically made active again when the future season starts (summer) so we do not see them on the roll, DSP doesn't see them in the class, and then we have a big surprise when they show up for class.

It seems that anyone that has registered for a season should automatically have their account (student and parent) made active when that season starts. And this should be independent of any past seasons.
