Report Card Comments Visible Without Requiring Goals/Skills

I would like report card comments to be visible without there being a specific goal or skill listed. Right now, teachers are able to make general report card comments, but parents are not able to see them in the portal unless a specific goal is added to the class. So now I have to add in a useless goal to every single one of our classes just so the parents can view the comments.
