Force Waiver Agreement

It would be great to have an option to force a parent to agree to the current Waiver when they next log into their Parent account. When a student is trialling, we have new parents create a portal account to "register for the trial" which forces them to read and agree to our waiver, however this doesn't work when it's a previously enrolled family who already has a Parent Portal account.
