If super users had access to communication settings my office manager could be a SUIPER USER and not and ADMIN.
This means she could do her job without access to everyone's pay information.

Totally agree with this! More flexibility to what Super Users can do. I get protecting information, but communication settings are a basic admin function.
I'm not versed on difference in the difference of users but FULLY support needing option that limits access to staff pay and personal information but allows an office manager or assistant director ability to access most options to do their jobs.
